1. I've made the issue of identity theft a priority and will submit legislation to enhance Virginia's ability to prosecute those who try to sell stolen information. I will also introduce bills to enhance regional land-use coordination, strengthen emergency planning at nursing homes, and eliminate unnecessary reporting requirements for universities.
2. Sustainable funding for transportation is critical. However, there are ways to use our resources more effectively. I support legislation to better coordinate transportation and land use and have led efforts to change unfair road maintenance formulas. More investment in technology is needed to encourage telework and better signalize lights.
3. I support changing funding formulas that penalize our students and taxpayers, and oppose quick fixes to transportation that rely on taking money from other core services such as education. We must continually streamline operations. Last session I spearheaded successful legislation to save our schools money by eliminating unnecessary administrative requirements.

1. Require that local governments substantiate and disclose the basis and the calculation used in determining each revaluation of real property for purposes of assessing real estate taxes.
2. Coordinated auxiliary police control of traffic flow during rush hours and manually controlled longer cycle times for traffic lights to expedite the flow of traffic through congested areas. Stage tow trucks to quickly remove disabled vehicles.
3. Eliminate half of the administrative staff and the regulations they administer. Put more money, power, and flexibility in the hands of the school principals and teachers so they can perform their job without worrying so much about regulatory compliance. Discontinue SOL testing. Improve classroom ergonomics, which includes seating and lighting, and improve the cafeteria food.
