The Metropolitan Washington Airports Authority is bringing in a veteran rail industry executive from California to oversee construction of the second phase of the Silver Line.

This second 11-mile segment of the new rail line will bring Metro service through the rest of the Dulles Corridor, from its current terminus in Reston into eastern Loudoun County. The second phase includes six stations in Reston, Herndon, Washington Dulles International Airport and Sterling.

The new executive director for the Silver Line construction, Charles Stark, is a former vice president and project executive from the engineering firm Aecom, which specializes in large transit projects. Among other projects, he managed an extension of the Los Angeles subway system.

“The Metropolitan Washington Airports Authority is fortunate to have someone of Charles Stark’s broad experience in transit construction and engineering in this position as we complete the Silver Line project,” airports authority President and CEO Jack Potter said in a released statement. “He will be instrumental in achieving our goal of providing top-quality transportation infrastructure for the national capital region.”

Stark’s resume also includes a stint as an assistant general manager with the Bay Area Rapid Transit system in the San Francisco area and as executive officer for engineering and construction for the Los Angeles transit authority.

The former executive director of the Silver Line project, Pat Nowakowski, resigned earlier this year to become president of the Long Island Railroad in New York. Ginger Evans, MWAA vice president for engineering, has been overseeing the project in the interim.

Engineering and design work on the second phase of the Silver Line is already under way. The project is expected to be completed in about five years.
